NOTICE OF PRIVILEGE MOTION
Sir,
Under Rule 222 of Rules of Procedure and Conduct of Business in Lok Sabha I would like to move the following Motion involving breach of Privilege against the Prime Minister of India, Dr. Manmohan Singh :-
Motion :
" That Dr. Manmohan Singh, the Prime Minister of India has caused breach of Privilege of the House by knowingly violating his assurance given on the floor of Lok Sabha on 22nd July, 2008 in respect of Indo-US Civilian Nuclear Agreement as made in the course of his reply to the debate on Confidence Motion."

Extract from the Proceedings of Lok Sabha debate on the Confidence Motion on 22nd July, 2008 :
" Our nuclear agreement after being endorsed by IAEA and the Nuclear
Suppliers Group would be submitted to this august House for expressing its
views" ……… allow us to go through the negotiating process and I will come
To Parliament before operationalising the nuclear agreement."
But we find that the said Indo- US Civil Nuclear Agreement has been finally signed and operationalised. Therefore, it is a glaring case of breach of Privilege by the Prime Minister, Dr. Manmohan Singh. I may please be permitted to raise the issue and move the Privilege Motion.

Motion :

Extract from the Proceedings of Parliament on 22nd July, 2008 :
On 22nd July, 2008 the Prime Minister stated in Parliament "I say in all sincerity that this Session and debate was unnecessary because I have said on several occasions that our nuclear agreement after being endorsed by the IAEA and the Nuclear Suppliers Group would be submitted to this aught House for expressing its view. All I had asked our Left colleagues was : please allow us to go through the negotiating process and I will come to Parliament before operationalising the nuclear agreement."
However, the Government went to IAEA on 1st August, 2008 safeguard agreement was adopted by IAEA. Subsequently the agreement was cleared by Nuclear Supplier Groups. But the Prime Minister did not come though he assured the Parliament on 22nd July, 2008.
On Sept. 27, 2008 the House of representative approved the Indo-US Nuclear deal.
